The heavily travelled 101 Freeway through Santa Barbara had stop lights on it so that local vehicle and pedestrian traffic could cross. Then, the state built underpasses allowing the frenetic freeway traffic to thunderously flow freely through town. The underpasses were tastefully designed. Santa Barbara, California. April 17, 2010.
